Is the display connected?
If the computer is ON and the display is connected to the computer, the display will get out of energy save mode. If regardless of that you can't get your display working, sounds like you got a broken inverter driver.

First, try it on another PC, check or try another VGA cable, if it still does not work then you need to open it up. Dell monitors are known to have bad solder connections, bad caps. See my photo albums of failed Dell monitors to get some idea what to look for. Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). If your monitor it's good the reason may be that the settings of the refresh rate is to high for your monitor. Try to enter in Safe Mode (Press F8 key before booting in OS and from the menu choose Safe Mode) and then from Control Panel try to remove de video driver and then restart the computer. After restart, the OS will detect your video card as standard VGA card. After that install your video driver again.
