Thanks, Jelacio. In my note I stated that I had already replaced the motherboard and the power suppy---new ones from Dell. I also put in new memory sticks. Upon a different fixya user's suggestions, I removed all of the internals, e.g. hard drive, cd, floppy, etc and replaced them one by one to determine which piece of hardware it was---no luck.

    Jelacio,

Nothing is on inside the case...not the fans, no sound, whatsoever... I reset the bios... still nothing... I have order the front io panel, but have not received it. I will try the cable while we wait for the io panel. I also checked that the motherboard was not making contact with the pc case.

    Thanks.

FIRST IF YOU REPLACED THE POWER SUPPLY OF YOUR DELL PC,
MAKE SURE IS A RECOMMEND POWER SUPPLY FOR DELL COMPUTERS ONLY
BECAUSE DELL USE A DIFFERENT (NONSTARD) PS

AN PLEASE DON'T TURN YOUR PC ON, TILE YOU ARE SURE I'TS A DELL COMPATIBLE POWER SUPPLY
YOU CAN FRY YOUR COMPUTER

ON THE MOTHERBOARD I'T MAY BE THE BIOS (BIOS STANDS FOR INPUT /OUTPUT SYSTEM) I'T A CHIP ON YOUR MOTHERBOARD THAT CONTROLS THE SYSTEM HARDWARE AND ACTS AS AN INTERFACE BETWEEN THE OPERATING SYSTEM AND THE HARDWARE
I'T MAY BE FLASH
IF IS FLASH ,
YOU PROBABLY NEED TO REPLACE THE MOTHERBOARD
OR CALL DELL TO SEE IF THEY CAN FIX IT

I KNOW IT'S FRUSTRATING BUT I HAVE TO ASK YOU
WEN YOU TURN THE PC ON
AND YOU SAY THE LIGHT IT'S ON ON THE POWER BUTTON
BUT WAT ABOUT THE FANS IN SIDE LIKE THE ONE FROM THE CPU IT'S IT ON ?
WHAT ABOUT THE OTHER FANS ARE THEY ON ?
MAKE SURE THE MOTHERBOARD IS NOT MAKING GROUND WITH THE ANY PART OF THE CASE
ALSO YOU CAN TRY TESTING THE POWER SUPPLY WITH A PSU TESTER TO SEE IF YOU GETTING THE CURRENT ON EACH CABLE
    TO ME IT'S EITHER
1: THE MOTHERBOARD DOING SOME CAIN OF GROUND CONTACT WITH THE PC CASE
    OR
2: YOU ARE NOT GETTING ENOUGH VOLTS ON THE 20 OR 24 PING CABLE
LET ME KNOW IF YOU FIND THE PROBLEM

Dell OptiPlex GX520 PC Desktop won't power on

An Amber blinking power button indicates a low voltage problem. This can be caused by a defective power supply or a defective motherboard. Just to make sure that nothing else is causing the problem, remove any PCI cards like modem, video card, sound card, etc... Remove the memory modules and disconnect cables to CD/DVD drives. Look at the USB ports to see if any are damaged.

An Amber blinking power button indicates a low voltage problem. This can be caused by a defective power supply or a defective motherboard. Since you replaced the power supply, my guess is that the motherboard has a problem.

When i turn power on my dell gx520 just blinks yellow and nothing else, nothing else at all

Hi,
If the power button light is blinking yellow . Generally it means the problem is with the power supply and needs to be replaced . If after replacing the power supply the problem is not solved it would be the motherboard failure.

If the power light is blinking amber -
The computer is receiving electrical power, but an internal power problem might exist.
  • Ensure that the voltage selection switch is set to match the AC power at your location (if applicable).
  • Ensure that the processor power cable is securely connected to the system board.

My amber light is blinking

The hard disk is being accessed, this is normal. However, if the computer is idle (not doing anything noticeable), then this may be a virus infection. Get Malwarebytes and run a scan.

Normally a bad power supply, but since you have changed that and the motherboard, the front IO panel is next.
