Just bought an NEC plasma monitor PX-42VP2G but does not know how to use it, is it just a desktop monitor or can it be also used as a TV?

You were right when you called it a monitor, it is a monitor, which means no tuner. To be able to use it as a TV you will need cable box or satellite receiver or something that has a tuner in it.

Power supply issues
hi there, i recommend replacing the entire board. once you have a short like this, the micro board itself will become useless. the thin micro circuitry has become separated within the layers, preventing a closed current transfer. its best to order a new canvas so to speak.
