This is a registry issue a cleaner wiped the file good idea when using a registry cleaning program to back up the registry before cleaning. This way if you run into this again all you have to do is go to the backup and restore the registry edit you did.
Also if you have a motherboard disc re-install the mother software again. This should solve the issue for you.

I have a Logitech quickcam E 2500. When making Video calls the picture freezes. Sound continues fine

This is a system resource problem.
Do the following maintenance on your computer to see if it is a simple resource problem or requires more complicated cleanup.

Use the Windows Disk Cleanup Tools:
  1. Click Start, Run and type cleanmgr.exe
  2. Click OK after the dialog box pops up with all of the items it wants to clean checked off.
  3. Do not run or click the option to Compress files

  1. Check your available disk space - Right click on the My Computer icon and select properties. The graph that comes on the screen should show more than 15% in pink.
  2. Run Defrag.exe from the accessories, system tools menu
If these simple things do not correct the problem your system will require a more complicated cleanup. Comment back if this is the case.

Receive cant find SIERA.err when i try to open my hoyle classic games

found this on the sierra support site, this was for king's quest, however it should resolve your issue as well ..

Problem: "Windows title not found" error when starting game, followed by "Cannot find SIERRA.ERR". (Windows 3.1 and Windows 95)
Solution: These error messages are caused by a corrupted or incorrect RESOURCE.WIN file. The RESOURCE.WIN is a small text file that contains information aout your computer. The game program looks at this file to determine where the game is installed and where to look for the game CD. If this file is missing information, you will get the above error messages. To correct this, edit the RESOURCE.WIN file (it's in the game directory!) and check that the first three lines look like this:
[Windows]
title=King's Quest VII
titleBar=TRUE
If these two lines are missing or show different information, add them or change them to match the ones above. Remember, they must be the first three lines in the file. Then, check that the last five lines look like this:
resAud=D:\
resSfx=D:\
patchDir=C:\SIERRA\KQ7
movieDir=D:\AVI
audio=C:\SIERRA\KQ7
These lines assume that King's Quest VII is installed to C: and that your CD ROM drive is D:. If your drive letters are different, make the appropriate substitutions. If these five lines are missing or show different information, add them or change them to match the ones above.
You should also check that the King's Quest VII icon's properties indicate the correct working directory. To do this, click once on the King's Quest VII icon to highlight it. Then press ALT-ENTER (Windows 3.1) or right click (Windows 95) to access the icon's properties. The command line should read:
C:\SIERRA\KQ7\SIERRAWS.EXE C:\SIERRA\KQ7\RESOURCE.WIN (versions 1.4 and 1.51)
C:\SIERRA\KQ7\SIERRAW.EXE -o C:\SIERRA\KQ7\RESOURCE.WIN (version 2.0)
The working directory should be your CD ROM drive, for example, D:\. If your CD ROM drive is another letter, substitute the appropriate letter. Click on OK when the working directory is correct.

lemme know if the issue was resolved..

My yahoo messenger when opened says "cannot load resource DLL"

The error message indicates your operating system is not able to load one of the files required for Yahoo messenger to work.

To make sure Yahoo messenger is installed properly, download the installation files and save them to your desktop.

Once you have the installation file...

Open the control panel and uninstall the existing version of Yahoo messenger. This will remove the program from your computer and clear out the registry entries that were created during the first install of Yahoo messenger.

Reboot your pc and then run the Yahoo messenger installation file you downloaded to your desktop.

The system reboot is a precautionary measure to ensure that none of the files used by Yahoo messenger are loaded into memory during the reinstall.

Error Contacting Update web service

I don't know what program you're using, but usually when you get the message "An error message cannot be displayed because an optional resource assembly containing it cannot be found", it is because the program is using the .net compact framework but the file System_SR_ENU_wm.cab has not bee installed on the device yet. That .cab installs the resource file that is missing. Once it is installed on the device, you'll see a better error message than the one you're seeing now.
