Most monitors are plug and play meaning that they dont need a driver. If you are looking for your display driver you will need to get it from the display adapter

Check all the pins on the VGA cable first, also try it with another PC to make sure it is not the video card.

Try a different monitor on your computer.
If RED is visible, your CRT monitor is ready to be responsibly recycled.
If not, then the video-card on your new PC is problematic.
Take the "new" PC back, and exercise your warranty to get it repaired/replaced.

Try your monitor on a different laptop/desktop computer.
If there is no RED, then your monitor is the problem.

The connections to those lines of pixels are broken inside the lcd panel itself. This is unfixable, time for a new monitor.

it is very simple, by default in monitor circuit RGB (Red, Green, Blue) tube is installed. and in combination of both of three colors we are able to view colorful image. due to non functionalty of Red color u r not able to view red color in screen, either you replace picture tube or purchase new monitor. coz cost of this tube is equal to monitor.

there is ovbiously a fault with the monitor and w ould be best if you bought a new up to date monitor then if any faults consist with that one you could just take it back
