The Yaesu FT1900R is an Amateur (Ham) Radio 2-meter Transceiver. Although the receiver covers from 136-174 MHz, will only transmit from 144-148 MHz. Please note that you do need an Amateur (Technician Class or above) License to transmit on the 2-meter Amateur Band. You no longer need to pass a Morse Code test to get an Amateur License. You still have to pass a written exam, but that isn't difficult if you are willing to study a bit. Contact your local Ham Radio Club or the American Radio Relay League (A.R.R.L.) for more information.

No, they are limited to 5 watts and will not go into the Amateur band. Modification of those radios to other uses is illegal.

Firstly, I take it that you are a licensed Amateur operator, if not, you're breaking the law.

If, on the other hand you are licensed, then I would contact a friendly Ham operator, who would be only to pleased to assist, after all, Amateur radio operators spend most of their time doing just this kind of thing, as you well know, if you are indeed a licensed Ham operator.

If you buy a programming cable and the software, yes. Unless you're a certified technician (or you're an Amateur using it in the Ham Bands) programming a commercial radio is illegal.

What brand and model radio? Most ham radios cannot transmit on this frequency, as it is far outside the amateur bands. Even modified radios would rarely be capable of transmitting on the frequency referenced.
