Try reinstalling the WEBcam driver. You can download the WEBcam and device drivers for your model laptop from the Toshiba WEB site from their download page. Test it with Knoppix (e.g. a LiveCD) or Mac OS X or your old Vista HD or something to make sure the webcam has not lost its physical connection or function! Then maybe run RegClean or uninstall the random drivers you played with, then try to load the right one first (if one exists.)
Upgrading to Mac OS X or FreeBSD or a Linux distro does not sound like a bad idea to me, especially if WinXP grieves you.
