What I do is take the carb off being careful not to break any gaskets, take it completely apart soak it in carb cleaner blow the parts dry and reassemble. replace the fuel tank filter, plug if fouled, and readjust the HI & LO speed jets. Works for me several times, leaving fuel in the tank and carb it gums up, run the carb dry before storing.

Check the insulator block and associated gaskets behind the carb. Sometimes the insulator block crack and reduce the amount of vacuum to the pulse diaphragm.

I just fixed my Echo PB 2100 with the same issue. It would start, run, all throttle openings OK but would not rev-up. It was a dirty/clogged screen on the muffler. Scraped the thick tar off then used Lacquer Thinner to soak it clean. Blower works better than ever now....

From your Description it Sounds like the Exhaust is Restricted or the "H" Mixture Screw Resuires Adjusting.

>>Now Allow the Engine to Idle. Set the Engine Idle Screw (Not Idle Air) so the Engine will Stay Running if Required.

sounds like u have a carb problem,ether theres debris stuck in needle valve needle is stuck open or the check valve diaphram is bad.take carb off on one side there is a plate with 4 screws remove then agasket and diaphram remove them some times they stick to carb so use a razor blade to go underneth diaphram all around from center youll see a metal see saw with a pin going through if u push on center it will lift needle valve on other side make sure it goes all the way down or remove by removing screw that holds pin in and blow out with air lightly may blow seat out after that on other side of carb take other plate off by center screw that diaphram has 2 little flaps check valves make sure they are limber and not wrinkled or bent if so u can get new ones at good mower shop or parts supply hope this helps

Sounds like restricted exaust. Remove the muffler and start it, see if that fixes it. If yes clean remaining carbon from exaust port. And clean spark arestor screen.
