maybe you relocated the file itself, check first if the file you are opening is still in its original location on your hard drive, if not, manually open it by double clicking, do not open it inside microsoft excel.
Is it MS Office 2003 ?
Can you open Excel by clicking on it's icon?
If so, go to Control Panel>Add/Remove programs> scroll down to Microsoft Office 2003. Click on change. A box will open up and you and choose "repair and fix". Let it run . it should fix it.

Go into Registry Editor (Start, Run, “regedit”). Go to
HKEY_LOCAL_MACHINE, Software, Microsoft, Office, 11.0, Delivery. There
should be only 1 directory under Delivery, which is your DownloadCode
(mine was 90000409-6000-11D3-8CFE-0150048383C9). Select that directory.
On the right side of the screen, right-click on CDCache. Change the
value to 0.
here is the solution ifi Excel opens without opening any file after double clicking on the excel file,
1. Tools>Options>General uncheck "Ignore other Applications" 2. Exit Excel and try again If this doesn't work try to re-register Excel 1. Close Excel first and On the Windows Taskbar 2. Start>Run "excel.exe /unregserver"(no quotes)>OK. 3. Start>Run "excel.exe /regserver"(no quotes)>OK. See the space between exe and /regserver
