Dear,
I am afraid your PSP has some technical error that needs to be fixed. For that, let me recommend you that you can avoid sending it to the repair shop and save your 150US$ that usually costs around for a normal repair.
You can fix your problem by yourself at home with the help of Easy and Complete PSP Repair Guide. This manual is really good and works excellent for people who do not have technical expertise. PSP Fix Manual has hundreds of easy instructions with lots of diagrams to understand and can be downloaded in CHEAPER rates. I hope it would be helpful for you. Take care!
More that likely your battery that came with the system is dead(meaning it has reched it;s life span) An easy way to tell if your battery is dead, take it out and plug the charger into the psp. Turn it on and see what happens. If it still doesn't work, your psp has power problems and there isn't much you can do about that. You might have to send it in for repairs or get a new one Thank you for your time. Good luck and I hope it works.
