i have a d-link dcm-200 cable modem, my internet connection usually is
slow due to my provider (about 50 k to 70 k)but the real problem is when i
use a file sharing program like winmx, kazaa or audio galaxy, in those
cases the best speed i could get is about 2 k for the whole download,
usually about 0.2 k per download, can i do something with my configuration?

I also use a D-Link DCM-200 / USB.....
My only comment is that when downloading from those peer-to-peer file
sharing networks like Morpheus , etc your download speed is going to be
limited by the upload speed of the computer / connection you are
transferring from. Gauging your cable modem performance in that
scenario can be very misleading and frustrating. However the speeds you
are reporting are dog-slow.
I would try an ftp download from your ISP's ftp site as a better
"test" of throughput. Also there is some tweaking that can really
pay-off. There are many sites that have these tweaks but I like this one
