The starter was tested and came back good. When I jump the starter the van will start and stay running, when I shut it off it will start two or three times and then nothing

So that means that the battery is not recharging. Look into what charges the battery and keeps it charged?

Alternator? Regulator? Problems with the battery terminals themselves? Are they coroded? What about the terminals that connect the cable to the battery, do they need to be replaced? Are they coroded? Is the battery the type that needs water? Does it need to be filled?

Is there something else that could be causing a strain on the battery?

The torque converter is dot all the way in the transmission,converter slips onto trans. shaft three or until your fingers cannot fit between the bell housing and transmission. Requires removal of transmission again.

jump start vehicle warm it up so its idle then disconnect the negative battery terminal ,if engine stops then the alternator is no good ,if it keeps running then renew the battery

It sounds like a starter to me, the starter does funny things, it will get to the point when even jumping it like you did wont work anymore, there is a dead spot in it, even jumping the van will make it start sometimes, this is a bad starter,Make sure your battery connections are clean and tight and connections on the starter are the same clean and tight and if so then replace the starter.i have had them removed and tested and the would run and test good but were bad, good day.

before you go too far clean the battery terminals and the grounds, make sure the connections at the starter are good, nest time it wont start chack for power at the starter wires,

Replace the starter for the armature is swelled up when hot and biding against the starters fields in there starters casing. Upon cooling off the swelling goes down and the starter is able to operate again. Remember when metal gets hot, it will expand and upon cooling it will shrink back to the normal size. After so long it will quit working from being so deformed from so much abuse

Van wont start

check the small connector at starter for voltage when cranking if ok try the hammer test if starts bad starter (ie) tapping starter with hammer while trying to start.
