If not turn the power off and pull the dryer out and take the back off and push the red button in at the back

If it does not start heating after a couple of mins check change over valve and coil located in condensing unit if it's stuck on cooling sometimes you can tap it to free it but if it is sticking it will need replaced

Try unscrewing the water hoses and cleaning or replacing the filter screens where they screw into the unit and also the valves.

Rita,
The problem you describe really does not worth fixing since the parts ad labor should cost you over $400 and that why your tech told you it should be replaced.
There is no need to open the back (even if it looks better for the customer :) ) to diagnose this problem.
As an Appliance Repair NY company we see a lot of issues like that everyday and we also recommend to replace it.
You can purchase a new dryer for a little more and enjoy a brand new appliance.

LG TD C70045E dryer not heating up, this has happened before and the guy just pressed a switch but cant remember where it located, please help!

On the LG TD-C70045E the reset button for the heater is located inside the back air-way cover. This is easy enough to remove and the button is obvious once the cover is off. The button will 'click' satisfyingly if it has tripped. Don't forget to switch off and unlug first...

Clean filter light stays on LG TD-C70045E Dryer

I had the same problem. It actually has nothing to do with the filters. If your dryer sounds like it wants to start the capacitor is blown.

Lg td-c70045e electric dryer power on but not turning

I had the same problem. Replaced the capacitor and now all is ok. Dryer is working 100%. If you hear a humming sound from the motor then it means the capcitor is faulty and does not start the motor properly.

Dryer heats but no condensing of steam

The cold water feeds for condenser cooling and for wash cycle drum fill are controlled by separate solenoid valves (manifolded together at the cold water inlet hose union). When the solenoid on my condenser coolant valve failed a couple of years back, I got symptoms like yours. A new pair of valves isn't expensive to buy and is a trivial job to fit. If this is what has been happening, suggest you also inspect the insides of your dryer fan and of the pump - neither of mine took really kindly to having been cooked for hours on end. Alastair.
