You cannot uninstall directX as its part of windows, the decoder you may need does not come with a dvd, only Nero or similair programmes have a decoder, unless you buy it online.
You will find there is a version of directx on microsoft site, which over writes previous versions

1Go to the Microsoft website that features DVD decoders that are compatible with Windows XP (see Resources). Select a compatible DVD decoder from the list presented on the Web page, for example, CinePlayer DVD Decoder or Cyberlink PowerDVD SE (see Resources).
Follow the menu screens to either purchase the decoder or to buy the serial code needed for installing the decoder. Click on the download link when the link becomes active or appears on the Web page.
Double-click the file once downloaded. Enter the purchased serial code if prompted. Follow the menu commands to install the DVD decoder into Windows XP. Close the installation window when completed by clicking the red "X" in the upper right corner. Restart Windows XP.
