You should check the levels for the salt and rinse aid they need topping up weekly if your dishwasher is used a lot, when the machine is empty give it a good clean with kitchen spray all around the door and underneath the panels you will be surprised how much gunk gets stuck in their ,also clean out the filter ,when all sparkling run the dishwasher on empty to give it a good wash out, do this on its hottest setting ,if this does not work then you will need to get a technician out.

Dish washer wont empty out leaves about 2 or 3 in in it

Drain hose clogged or Not ran in the proper draining position, under the sink where the hose ties into the drain system or garbage disposal, the hose should be higher than the connection point, I have fixed this by tie strapping hose to the bottom of the counter or sink, hope that helps ?

My dish washer wont fill with water

there is a float, usually at front left side inside dishwasher, that may be stuck..possibly an utility holding it up, or the fill valve is stuck. When dishwasher calls for water, it fills until this float rises to proper level and shuts the valve off at proper level. If it sticks, water will shut off at improper level.

The water does not get hot enough. I think it's the reason why dishes are not coming out clean. In normal conditions do I need to wash the dishes (like the manager of this apt. complex suggests) before I...

No you need not wash the dishes but just cleaning of the debris and then putting it in the dishwasher for proper cleaning will help you to prevent the drain from getting blocked.

First perform a vinegar cycle wash in the dishwasher. Pour a cup of vinegar into the bottom of the dishwasher. Keep the temperature at the highest setting possible and perform a wash cycle. Then start using a dishwasher most probably that would solve the problem. If this does not solve the problem then there must be some parts worn out or faulty creating the problem.

There are many probable causes of failure .

To clean the dishes the water temperature is essential. It the water is not hot then the dishes will not be cleaned properly. So check the water temperature.

Also check the filter in your dishwasher.Clean the filter if there is accumulation of debris in the filter.

water temp plays a big role in proper washing the temp coming into the machine has to be a minimum of 120 degrees.
next thing to check is proper water level, there should be standing water in the bottom of the dish washer when it has completed it filling cycle.
try and add some water with out over filling the machine once the fill cycle has stop then run it through again and see what happens.
the main wash motor may have to be replaced

Rinse aid used very fast and dishes not drying

Look for a blue or green streak on the door panel when you upen it to load the dishes. Does the washer sound different during the wash than it used to? If so your dispenser is leaking. This will also cause the water to suds up and not wash as well as it should. Start the washer with no detergent or dishes and let it run for 5 minutes, then open the door and see if there are a lot of suds in the water. Post back to let me know what you find.
