Call Garmin tech support (US Toll Free: 1-800-800-1020 - Monday - Friday: 8 am - 7 pm) and tell them your Nuvi is freezing on the "enabling bluetooth" screnn, and that you need the latest .GCD file.
They'll email you a file: 006B055301.GCD with the following directions:
If you have a unit where the
Bluetooth is disabled and when you attempt to enable it gets stuck on the
“Enabling Bluetooth” message please follow the steps below.
1) Connect the Nuvi to your
computer. 2) Find you’re My Computer
icon and double click on it or you may find it in you Start menu and click on
it. 3) Double click on the
Nuvi() drive listed under devices with removable
storage. 4) Double click on the
Garmin folder. 5) Double click RemoteSW
folder. 6) Copy and paste the
attached file into the folder. 7) Close out the folder and
safely disconnect the Nuvi from the computer. After you have completed
this, the Nuvi should be working normally.
I used WebUpdater to put the newest firmware on my unit before I did the above steps. Immediately after I rebooted, the unit automatically updated the bluetooth software on its own (however that might have been a left over from me trying to do it via the bluetooth reset menu you get to by pressing the speedometer icon for ~5 secs).

You have a software problem with your NUVI . I recommend you to reset [
restoring default factory settings ] your NUVI
To reset your NUVI , please follow one of these procedures :
1:Turn the Nuvi on.
2:Touch the tools icon on the main screen. The tools icon is represented
by a wrench surrounded by a blue circle.
3:Touch the "Settings" icon which appears as a wrench.
4:Push the "Restore" button at the bottom of the screen. A confirmation
message will appear asking to confirm restoring the Nuvi to factory
settings. Push yes to restore the factory settings
Try this for hard reset .
Turn off Garmin device. Press down on bottom right corner of the
touchscreen [ Don't let go
] , and then power on the GPS unit. You should be prompted whether do
you really want to erase all user data, or asked if do you really want
to start up in maintenance mode. Press “Yes” to reset (warning: all data
will be erased and lost, so backup before proceeding) or enter
Garmin claims the nuvi 265wt (et al) supports the LG VX9400, which means it's also likely to support the VX990 (but one can't be certain).
1. From the main screen on the nuvi, touch Tools>Settings>Bluetooth. 2. Select Enabled. 3. On the VX9900, do the equivalent to enable its Bluetooth port. 4. Let your phone search for Bluetooth devices. 5. Select the nuvi from the list. 6. Enter the nuvi Bluetooth PIN (1234) into your phone. You can do steps 4-6 from the nuvi if your phone is already enabled for Bluetooth. Good luck!
Go back into your tools and settings and re select the voice of american jack and see if it comes back on.
I lost the voice 2 days ago while on a trip from tenn. to florida and this fixed it. we never shut off the voice but somehow while using bluetooth or FM trans it shut off voice transmiting.
for what its worth I am getting the exact same problem. I understand that Garmin have a fix for this but you have to send/take it to a registered repairers to get the software downloaded. Hope this helps.
