The vent on the fridge side is not pushing any air through, is that what you mean by evaporator fan?  How do I check the defrost thermostat?

In the freezer compartment there is a defrost thermostat that plugs into the heater..its a tube that runs underneath the evaporator coil....this is connected to the timer which tells the heater to turn off and on... there is also a fan by the evaporator coils called the evaporator fan...this is a different fan from the condenser fan underneath.. by the compressor.. I would take the cover off inside the freezer side and see how much ice is accumulating on the coils and check to see if the fan is moving in the freezer,, this is where the cool air in the box comes from..sometimes ice forms in the vents and impeads the air flow,, there are alot of great tutorials online if you can spare the time without the food going off..good luck

Freezer side not cold enough, similar temperature as Refrigerator side

It could be many things. My first guess would be the defrost. The coil that gets cold in your freezer builds ice on it and the only way to get the ice off is to run a heater near the coil long enough for the ice to melt. All freezers have something built in to defrost and domestic are typically just an electric heater on a timer. When your freezer stops working again, you may want to pull open the panel of your freezer and see if your coil (a heat exchanger that probably looks a lot like your car radiator) is covered in ice. If it is, it could be the timer or the actual heater that is bad.

The freezer seems to be working fine but the refig doesn't seem to be cold enough.Do the freezer setting and the refig setter need to be set on the same number?

Normally what causes the refrigerator not to be cold enough is that the fan that pulls the air from the freezer is not working. Check to make sure it is working, if not then you will have to replace it.
No the freezer and refrigerator settings DO NOT have to be the same

Freezer is cold but not keeping icecream frozen.

If, the fresh food section is 34- 38 degrees, then the freezer should be cold enough to keep ice cream solid. All of the cooling capability comes from the freezer section. I, personally, would not waste time or money on a ten year old box. Ten years ago it cost $1000, so, the outlay is $100 per year. Dump the old refrigerator and get a new one.

The refridgerator has not been cold enough, the freezer is fine what should i do?

The refrigerator itself get cold air from the freezer. There is a small opening that lets air from the freezer to go to the refrigerator area. make sure the cold air from the freezer is getting there. Sometimes there might be a restriction on this vent therefore the refrigerator is not getting enough cold air from the freezer.
