Whenever I try to use the web, it always say, packet data: packet data not available, check network services. What will I do?

Every service provider has different settings for internet access. You must contact the service provider /network that you use. They can send the settings via text and enable you SIM for data access. Be sure to ask about the billing
Let me know how it goes.

How can i remove packet data from my nokia phone, am from Nigeria and i can not access it

hello,if you remove the packet data from your mobile phone that simply means you will not be able to connect your browser, the only thing you can do to the packet data is either to CONNECT/DISCONNECT.
you can achieve this by the instructions provided below,
MENU>SETTINGS>CONNECTIVITY>PACKET DATA>PACKET DATA CONNECTION.from the option there you will see "WHEN NEEDED" you will be asked either to be "ALWAYS ONLINE" OR "ASK FIRST".

TAKE CARE.
