Restart you pc, but keep pressing F8 while its booting up, this will get you into a menu where you need to select 'start windows in safe mode', then when prompted for the operating system choose windows then allow it to run.
You will then be presented with a large sized desktop with you account and administrator account, choose either then go to the folder you wish to delete and delete it, restart pc and then it should be running as normal

Tips for a great answer:
Then right click on Policies > New > KEY > name it as "ActiveDesktop".
Next in RHS, rt click > New > DWORD > name it as "NoChangingWallPaper" .
The DWORD value 1 will restrict change in desktop wallpaper. To allow change give it value as 0.
(3) If it still doesnt work, maybe your TranscodedWallpaper.jpg file has become corrupted.
Open explorer and type the following in the adress bar and hit Enter:
Here, rename TranscodedWallpaper.jpg to TranscodedWallpaper.old.
Next, double-click slideshow.ini file to open it with Notepad. Empty its contents. That is, select all the text and delete it. Save the changes. Close explorer windows.
