I suppose your device entered this state after a reset following an installation of some 3rd party applicaton. Anyway, I'm afraid you'll have to hard reset your device to get rid of it. You'll loose all programs you have installed, as well as you personal data, but I can't see any other way to try to solve your problem. To perform a hard, press and hold three buttons: the 'windows', the 'ok' (both on both sides of the D-pad) and the record (below the reset pin, on the right of the device) buttons, and, at the same time, briefly press the reset pin with the stylus pen. Release the buttons when you see a green message stating 'CLEAN BOOT' on the screen.
Hope it works for you.
Cheers!

just do a search there for ipaq 112 and it should come right up. When it does, click get manual to the right side. You do not have to enter your email just leave it blank, then enter the verification code it shows, and it will download.
you can try a hard reset(hold the 2 corner buttons down then using stylus insert in the small hole on the back for soft reset) this will restore factory settings. if you have sync folder on your computer you should be able to retreive contacts, pics, etc. hope this helps.
no it cant. it's a PDA , it is not a phone. it can do wifi, if lucky most cant. wifi is an option sold new.... so can be missing. even with it most modern routers block it.
why not just buy and old smart phone. use that. avoid PDA like the plague.
