This product was designed before Vista so it is not guaranteed to work. You can however look at the directions here to try to get the game to work:

Doesn't sound like XP or earlier. I googled: "run" command on Vista. and found this:
Use Vista's new Start Search dialog box, in the same way you used the old 'Run' command in XP. All that you need is to type the name of the executable, e.g. cmd, in the Start Search dialog box.

You can purchase a copy of XP and install it, but it may void your warranty with the manufacturer. You can also try running programs in Vista using XP compatibility mode (right click on the program and select properties and then select the compatibility tab). There is also a great site for tuning Vista performance www.vistax64.com

When running most games in windows vista i get cant locate d3dx9.dll or d3dx9_32.dll error and cant load up any games

First check that you are running games in Administrator mode, or you always get similar problem.
If you run games as administrator and it still happens, then you need to reinstall direct x.
Download and install as administrator.
Check:

Download DirectX
