Question about Televison & Video
The TV is not supposed to display a picture with colors and lines on startup. From your description it looks like the TV may be defective. If TV is new you should have the welcome screen with the setting menu on display.
Turn off the TV disconnect power and restart the TV with no device attached. See if this resolve the problem.
If the led at the left is red, then the TV is definitively defective.
Give it a last try by pressing and holding for three seconds the system reset button, located on TV side panel under power. Use a paperclip. After doing reset wait for the blue led to stop flashing before turning TV on.
If still no luck, please take a picture of the TV display using a camera or a phone? If possible take a picture and upload using the link below or any other picture upload service. After uploading the picture give me the link with the upload, the TV is probably faulty:
