Tom, after moving from one place to another, a few weeks later I put my desk top back together and the problem is that my printer's On light only blinks and does not stay on nomatter what other buttons I press. I even uninstalled and reinstalled the software quite a few times with no success.

Re: H P Officejet V40 on the blink
Unplug the power cord from the All-In-One when there is still power in the unit, also unplug it from the wall outlet. Leave the cable unplugged for at least 1Min. Connect the power cord directly to a wall outlet without any surg protector (if possible try switching outlets) and before connecting it to the All-In-One press and hold the # and no 6 button in the All-In-One and connect the power cord to the All-In-One do not release the keys until it says semifull reset or if the screen goes blank release the keys and turn the power on in the All-In-One. Then check to see if the unit is OK

Are the lights still blinking? because that should indicate you did forget to put something back in the correct way. I would place back the old head. put a few drops of cleaning fluid in the nozzles and gave it a few pages in full colour to print on normal paper. At first nothing will appear, but after just a few pages, some nozzles will give cleaning fluid and a little later you will see colour again. Did the same with an older Canon last weekend and it only took 4 pages and not one nozzle is refusing to work.
Be aware, if you did remove the head, you have to put everything back as it was. Because the alignment of the head is very critical. Make sure nothing is in the sensors, that check the end of carriage and so on.
Sannaer glass is dirty:
Cleaning the scanner glass and white reference strip
Follow the steps below to clean the scanner glass and reference strip:
Remove any loose paper debris that may be present.
Carefully clean the white reference strip on the underside of the scanner cover (or top cover) with a clean, lint-free cloth, moistened lightly with isopropyl alcohol. Clean only the white plastic part on the scanner cover.
For those models that have a scanner glass, clean the scanner glass with a lint-free cloth, moistened lightly with glass cleaner. The HP Officejet K series and HP fax 1220 have a scanner opening instead of a scanner glass. Make sure that no debris is in the scanner opening. Use canned air to gently blow dust and debris from the scanner slot.
Replace all removed components and close the unit.
Plug the power cord back in and turn the unit back on.
Make a copy to verify the lines are not present. If lines are still present and there is nothing visible on either the scanner glass or the reference strip, the unit will require service.
