Hello, most likely you have a bad capacitor or a bad fan motor. Replace the cap first it is inexpensive.

Goodman ck30-1l, outside fan trun on doesn't speed up and stops, what is wrong any ideas?

Your most likely issue is a bad run capacitor. It a small silver can that is usually located in the controls area of your condenser. If the fan has been replaced it could be mounted somewhere around the fan. It helps motors run and when they fail they will run half speed,

Cooling doesn't stay on

The outside and inside coils may need cleaning. Clogged coils cause excess pressures and heat of the freon that can cause safety switches to shut er down. Eveen a faulty power relay in the outside unit.Otherwise you may need a serviceman to locate the cause.

I have a goodman air conditioner. When I turn it on air blows through the vents but it's not very powerful or cold. The unit outside makes a humming noise but the fan is not spinning. It's not...

You may have a bad condenser fan motor or a bad capacitor for that motor. If the compressor is running in the outside unit but the fan is not then it is most likely one of those two components that has failed. Consider calling a service tech to test it and see where the problem is.

Outdoor fan will stop running and compressor overheats and shuts off. it wont come back on til u reset it at the thermostat. the outdoor unit has a new compressor and fan motor.

I realize the outdoor unit has a new compressor and fan motor - therefore - both those components should be ok - however - the fan motor 'should not' be going off - and the fact that it is going off is what is causing your compressor to overheat and shut off.
The reason the fan motor is going off is - it is bad (breaking down electrically) and is going off on the internal overload. If this is the case (a) the motor needs to be replaced or (b) it's possible that the fan capacitor needs replacing; but fan capacitors generally do not cause much problem, and when they do go bad they usually develop an obvious (to the eyes) bulge. If the capacitor has a bulge in it - I would surely change it out -and probably would (as a shot in the dark) anyway - since they are relatively cheap ($10-$15).
In your complaint you say that "the outdoor fan will stop running and compressor overheats and shuts off." If it happens 'exactly' that way then I'm betting your problem will be that the fan motor is defective as mentioned above, with an outside chance of the capacitor being defective, in which case if it isn't the capacitor - you will need a new fan motor. Note: outside fan motors are notorious for being fickle and it would not surprise me in the least to find a fairly new outside motor that is defective. I would check and see if you had any warranty on it.
All that being said - it is also possible that your outside unit has a 'high pressure cut-out switch,' although most units don't have them anymore, these days. However, if you have such a switch - it is possible (very likely) that it is shutting off the AC. Note: a high pressure cut-out switch will 'shut the entire outside unit off,' not just the fan motor. If that is what is happening then there's a good chance you have such a switch.
If it is happening that way, (the entire outside unit stops) then I would try 'washing the outside coil' really, really good and see if it will run ok afterwards.
Note: outside coils are sometimes difficult to get clean - sometimes requiring you to disassemble to some degree in order to make sure you get them clean.
Always, Always turn all power (including inside thermostat) OFF when washing the outside coil.

My outside unit fan doesn't spin. i hear a clicking noise and a humming but the fan won't spin. i've tried to spin the fan and it spins freely by hand.

You may need a new start capacitor or fan motor.I would have the capacitor checked by a electrician and changed if needed. Good luck and thank you.
