I am assuming that this is a handle of some sort, cold/hot water, if so:
1) take a flat tip screwdriver and pry the top solid piece off
2) then with a flat/phillips tip screwdriver remove the screw
3) with the flat tip gently pry around bottom of old handle
4) lift old handle off and install new one
