Question about Zoom X6 (5590) DSL Modem (55900003)
Try to check the status of the lights on your modem. Try to check the light in globe icon, that is the icon for your Internet status, if is GREEN it mean to say that it has connection. When it turns to RED, check the DSL light if it is in SOLID GREEN, When it blinks try to check it with your Service provider.

I doubt its your bill. Your speed wont be metered, its going to be on or turned off completely.
Your best bet is to phone support for intermittent internet access.
