I'm not clear on your description, so here goes:

If it showed the Toshiba start screen, then asked for a password, then your hard drive is password protected.

If it showed the Toshiba screen, then asked for password, and you entered it, and then it goes "insert disk", then your hard drive is passworded and wiped.

If the first thing it does is ask for a password, then the password is in the BIOS.

You may not need to reset it. Have you tried hitting enter? I have had a number of Toshiba's and never wanted a password so I just got around it by hitting the enter key with no password..

Only way is to buy a parallel port (LPT) dongle designed for password removals, or make your own dongle (schematics free on the internet). I've seen these dongles as cheap as $10 on ebay, but I made my own in about 90 minutes.
After that, it's like ... plug the thing into the parallel port, turn the computer on, and the password will be gone.
