Blurred monitor

two things come to mind, locate the newest video drivers from toshiba download them and install.
second you may try increasing your refresh rate on your monitor. Right click in a neutral area of you desktop->Properties->SETTINGS TAB->ADVANCED->MONITOR TAB->MONITOR SETTINGS-at the drop down arrow increase the settings from 60HERTz to 70HERTz
This just might be the ticket to clear things up.

Resolution

You could check your DPI setting in the display, being a large monitor your DPI setting shoul be up around the 75 - 85 Hertz.
To access this
Control Panel --> Display --> Settings --> Advanced --> Monitor and then click the drop down box and see what the DPI is set to and keep trying the different options until it is clear.
Hope this helps.
