If the vacuum will run without the hose attached, does the suction seem ok at the opening where the hose goes into? If so, then you have a clog in the hose or down below where the dirt is first sucked up. If suction is poor at the vacuum, then check the filters, they go bad after awhile.

There is no release, the part is a plastic handle release lever, you can find those at www.hesco.com, the cost is approximately 2.29 each, I have replaced more than 20 of these on the commercial vacuums for my cleaning crew, the part is easily broken and easily replaced. I always have 6 or more on hand.
Turn the vacuum over, remove the bottom plate, with a flat head screw driver punch out the old part. turn the vacuum upright again after the broken part is removed. With the body laying back on a hard surface, carefully push in the new part. Unfortunately, these are plastic, too bad they cannot design a more sturdy part for this.

Easy to do. Unplug the vac. Turn the vacuum over and look for three finger latches on the bottom behind the brushes. Unlatch these and pull the faceplate off. Then, grab one side of the brush and pull straight up (they just sit in grooves on the sides). Once the brush is up, then pull it out of the belt. Look towards the back of the vac, the belt rides on a shaft. There is room to work the belt off to the side.
Replace the belt on the shaft, onto the brush, and then fit one side of the brush in and push down the other side. Rotate the brush to center the belt (you did unplug it, right?). Put the plate back on, front first, the little tabs will go into the slots. Then push it down firmly, latching the three latches. Take the time now to completely pull everything apart and clean it, including the hose, running a coathanger through it to make sure it's clear. You're done!
