Sounds like a damaged Windows installation or one that has been attacked by viruses. You will need to scan this hard drive in another computer.
You may repair the Windows installation with the aid of the Windows disk. However you netbook does not have a DVD drive if I am not mistaken therefore a computer technician will have to repair the installation.
Try and save your information if it possible, or tell the computer technician to do this.
He/she may need to reinstall Windows.

When you turn it on, as soon as the very first screen appears press F11.
Than it should take you straight to factory restore settings. P.S.
This will delete everything it so safe your stuff in Hard drives or flash drives.
