Question about GE Microwave Ovens
F3 on a GE / Hotpoint microwave means you have a shorted keypad.
Since it's less than one year old, it should be fully covered under warranty. I'd suggest contacting the manufacturer to get it fixed free. GE Customer Service is here.

There should also be a "mini-manual" hidden inside the unit behind the control panel or hidden on the left side behind the grille, which is very helpful when troubleshooting & testing.

Direct spraying of cleaners on the keypad and steam from the cooktop can damage the controls.
Always spray non-ammonia cleaner on a soft cloth (not a paper towel which can scratch) and gently wipe the keypad.
Always use the vent fan when cooking on the stove top to keep steam and grease out.
