Hi,Your start relay is bad for sure however the compressor could have caused the relay to go bad. The only problem is that there is no good way to tell if the compressor was the cause for the bad relay. The best way to tell is to replace the relay. I understand what you are saying, it would be bad to spend money on the relay then it turns out to be the compressor but there is just no definitive way to tell.
If you have a meter about the only thing you can do is to make sure the compressor winding are not grounded out. Check to see if there is any continuity from any of the three terminals on the compressor to ground and if so the compressor is bad. Even if the windings are not grounded out the compressor can still cause the relay problem. Be sure to unplug the refrigerator and the wires off the compressor before attempting to make this test.
I will say that 95% of the time (or more) it is just the relay.
The reason the fan wasn't running is because the compressor was off on the overload which cuts the fan off as well. The fan should have been coming on every so often when the compressor cooled enough for the overload to kick the compressor back on. If that wasn't happening the overload may be bad as well.
Overloads give very little trouble but when they are cutting on and off like they do when the relay is bad sometimes they will go bad as well.
Also, figure out if it's a short term or long term problem. If it's a short term problem, you've got it fixed. If it's a long term problem, then you'll need to take care of the food in your refrigerator while waiting for a repair person.
Can you Quickly fix a Refrigerator that's not Cooling?
start with the settings of the fridge. Often, the cause of a refrigerator not cooling is simply a misplaced switch - have the settings to cold, and see if the refrigerator quickly comes on. If it doesn't, be patient as on some models the cooling part of the fridge doesn't come on right away.
Is there Power to the Refrigerator not Cooling?
The quickest way of telling this is if the fridge light comes on. If it does, then there is power going to the refrigerator. If it does not, there's a chance that the light is just burnt out, however it's good to check in other places. Check the circuit breaker - sometimes a power surge can flip a breaker without you knowing, and be the cause of a refrigerator not cooling.
If the circuit breaker doesn't fix the problem, roll the fridge out and plug in something else to see if you can get power to same socket as the refrigerator.

The fan is often a part of the refrigerator that can break down - there are a number of moving parts, and this helps circulate the chilled air. Take a moment and see if the fan is running
Check the back of the refrigerator when it's not cooling
Is the back of the refrigerator warm? Most of the cooling function circulates through the rear of the refrigerator, and when it happens, the rear of the fridge warms up.

When your fridge isn't cooling, you should immediately call a qualified appliance repair technician. Look for recommendations from friends or family, and have one dispatched as quickly as possible. Keep in mind that most companies will take a few hours to dispatch a technician.
When waiting for help, keep in mind that the most important thing is to keep your food in good shape. Ask a neighbor to use their space, and consider eating or cooking anything that is perishable. Food can be very expensive, and once it thaws, in many cases cannot freeze again. Cooking food then refreezing it can add valuable time to your situation.
