Question about Garden
Is the belt very old? if so it is stretched and needs to be replaced. All belts with a heavy fabric woven around the belt averages a 5 year life span
If it is a simple rubber/nylon corded belt one year is its life span

Idler pulley and PTO pulley heights cannot be adjusted. The two pulleys look slightly off level, that is normal. If the belts have rolled out, then they must be replaced. If a belt rolls out even once, then replacement is needed. That is likely the problem.
Replace the belt with an original one. OEM replacements may give more problems. Use the contact on the user manual to get parts.

I haven't used one of these so it's hard for me to say how to it the easiest way. Anyhow, I got a manual for it and looked for the PTO adjustment. Check the image below. Here is the Service Manual as well go to page 70 and there you will find PTO adjustment.
