That brief delay is likely the window allowed to heat the thermocouple and it is probably defective. After that delay expires, it shuts down for safety to avoid unlit gas from escaping. If the TC is bad, the controller doesn't know if the gas flame ignited or not.

Since I have not had the need to do this on a pool heater, the internals aren't known to me but I'll try to give you some guidance. Thermocouples in gas heater & water heaters are rod-like devices with a closed end and what appears to be a thick wire attached to the other end. This is actually a tube containing one or two wires. If only a single wire, then the metal housing is acting as the second. These are carrying a very small voltage (to small to measure with a standard meter) that increases as the temperature rises. They terminate at a pressure regulator which may be combined with a controller or be separated. The tube on those other devices is attached to the regulator/controller and the gas flow is kept alive as long as the thermocouple is producing this small voltage. If the TC fails or is not positioned in the burner flame correctly, the regulator will shut down the gas flow. You can see several at the following link, just keep in mind they are sold coiled and then straightened during installation.

H250 inground pool heater turns on 5 seconds shuts off flsahing 1f

This is a code for ignition falure. If you are getting a pilot then it means your Ignition module is not sensing the flame and shuting the gas down. This could be pilot wire burnt and grounding or a pilot flame not reaching the sensor or a bad ignition module. This is the expensive part so look into the other things first. Good luck.
