This iPod dock has inside it a small and very simple processor with a basic memory chip attached to it - the role of the memory chip is to remember all the clock settings, the FM frequencies and the iPod connection parameters.
In your unit that small memory chip has failed so the processor can't do anything because there is no place where to store all the information it needs to store and use - the blinking of the first number indicates that the main clock settings are gone and you need to input them back; when you try to input even just the first digit the processor tries to store it on the memory chip; when that fails it simply refuses to go any further and it freezes.
This is unfixable , the unit is dead. The only way it could be possible to fix it would be by replacing the mainboard, on which the memory chip is soldered. But that is not cost effective - the spare board and the labor would cost more than $150, almost twice as much as a new unit. So just discard this one and buy a new one.
