If this is a name brand system like DELL it probably needs to have the CPU heatsink cleaned, and put new thermal grease between the heatsink and CPU.
It's slow because it's speed stepping the CPU to a lower speed because of overheating.
The heatsink grease is almost always the issue here.

02 envoy, 6 cyl, loud wooshing noise when engine is cold. fan clutch seems fully engaged. goes away when engine warms up. is this normal or does fan clutch need replaced

Fan clutches for Envoys and Trailblazer are a problem, they go out all the time.

However, it is normal for it to do this when cold, but will only stay engaged for maybe 15 seconds AFTER you've put it in gear and have started to drive. After this, it will disengage and allow the engine to warm up faster.

If you haven't already replaced the fan clutch once, you're lucky. 2002 is especially bad for the clutches, but all years don't last long. Mine lasted 90k which is pretty long.

When I press the power button to start my 3000 K100, the fan starts and then stops immediately and the PC will not boot. There is also an odd odor like something burning. I had the power supply checked...

Open your PC case and look at all the round little tubes around your CPU fan area. They are called Capasitors and if any of them are bulging or have a brown crust on them they went bad and will need to be replaced. I've had many of PCs come in with this issue and once the caps are replaced the PC works fine again.

Hopefully this helps you out. Best of luck..

Optiplex GX280 - loud fan at start up and amber power light - does not boot and no light at the back

Apply pressure on the heat sink fan right before you press the power button and continue applying pressure. Watch your screen if you see it boot this means its a problem with your processor clamp that applies pressure to the processor. Try to remove the top part of the clamp. Shouldn't be too hard with some needle nose pliers. Then just replace the heat sink and fan with out that clamp.

Compaq Presario V2000 will not boot.

Remove the battery and just leave it off the computer, then plug in the power cord and try it. If it works with no battery...the battery is completely dead and you need to replace.

PC won't boot (no signal and no beeps)

check the board for blown capacitors. I have found many boards from power circuits to motherboard with popped capacitors over the past 5 or so years. replace them and tada, it lives again. I've been successful several times with this operation. Please see the picture below for a guide to finding bad caps.

Computer won't turn on already replaced power

Try unplugging the PC for at least 10 mins. If that fails... it could be the BIOS failing to Boot. Leaving it unplugged my discharge the System and it may Boot, once it does it maybe best to update the BIOS. If the continues it will force you to replace the BIOS or the Motherboard. If the System is older than 3 years, I would replace the Motherboard and reinstall to a new hard drive and recover your data. Or buy a new system and recover your data by using a USB external HD Container.

Check on the processor installed inside the computer's motherboard, it might be loosen and make sure it is properly locked. Also check for the fan. Make sure the cpu is properly ventilated to avoid overheating that might cause the shutdown.

Check for virus first You could have a boot record virus. that said, once the system comes up, backup your files on say a 4gig USB stick. and reinstall the OS or if the system comes with recovery SW use it and rebuild the system.
If you still have problems, you may have to resort to a new Motherboard. ie (mainboard).
I got news for you they are not that hard to change out.
take a few digital photos of the board before you pull it apart.
Make sure you get the right board. CDW could help you with that. and go one for one with the replacement.
It's not as hard as you think.
replacing a MB takes less than 20 min.
I've replaced over 4000 of them from Laptop to desktop to servers in the past 15 years. they have gotten easier in recent years. just make sure you use a static (grounding) strap when doing this. A carpet shock to a computer component is equivalent to you or I getting hit by lighting. even the ones you never feel will distroy the smaller components over time.

Dimension 8400 will not boot, very loud fan.

I have a small business where I have worked on PCs for the past 14 years. I have had some of my clients that have brought me a few of these Dell 8400 to work on with the same problem. Will not boot and loop the start up, along with sounding like a leaf blower. After much trial and error i.e. Heat sink, cooling fan, power supply and motherboards. The first one I worked with by changing the heat sink, worked for about a week, then started doing the same thing. Replaced the Power supply with no results, same issue. Next was the Motherboard, still same issue. Last I pulled the processor out and found that the processor had over-heated and was damaged. In all I had well over $500.00 dollars invested and countless hours. Still the machine did not work, and still needed more work. Since this time I have had a few more of these machines cross my path. My suggestion is to scrap it and purchase a new PC. This is not one of Dell's better designs, and there is a tech issue from Dell related to this problem with the heatsink and the machine itself in the tech support on the Dell site. It states that they had a bad batch of heatsinks, but only replaced them under warranty.
Salvage what you can and build or have someone build you a clone.
