Question about Proview Pl513b (Black) 15 in. Flat Panel LCD Monitor
This kind of symptoms indicated that your monitor has a busted bulb already. When you first turn on the unit, it will power up but will automatically shuts off the inverter board once there's a busted bulb to avoid overload to this board. The unit must take apart and check the bulb. It can't be tested by the multimeter but has a physical indication of fault like blackened end.
Another caused is the faulty inverter board itself. Most common faulty parts are the high voltage transformers, driver transistor, open fusible resistor, leaky/dried electrolytic capacitor. You must know how to test this parts if you are going to DIY.
If you don't have necessary tools and test instrument and can't troubleshoot the unit yourself, I would advice you to look for a qualified technician to isolate the problem.
Also check if the unit is still under warranty period, avail it because the manufacturer will fix it for free. Don't attempt to open the back cover, it will void the warranty.
Hope I helped you.
Have a nice day!
