Your should test your PSU also. It doesn't mean that when the power is present and all of your system fans is moving is that your power supply is OK. If your PSU is a generic one i will give a second thought that you should test your PSU in another working unit or if you simply have a multitester you can check the terminals while the system is on and could get readings accurately without any drop in voltages.

If you are really sure that your mobo is the problem then do the following if it will work for you:

Most motherboards nowadays don't work at all if the CMOS (Complementary Metal Oxide Semiconductor) battery has emptied out or weak, remove the battery and test it with multitester, a good battery is about 3V or slightly higher, a 2V reading or below would post a serious problem on the CMOS program of the motherboard which may post a problem in booting. If you find the battery is weak replace it with a new one. If these steps doesn't work at all then you should look for other problems. Observed any bulged capacitor where the upper cover is slightly push upward and remove them if you find one using soldering iron and replace it with a new one with the same rating, but if you can't find one just try removing the motherboard from the main system unit, remove the CMOS battery and clear the CMOS for about a minute or more. You should drain any power left from the motherboard's capacitors that keep supplying the CMOS chipset. You could use an aluminum foil to shorten out all the circuits under the motherboard to drain the circuits out. Draining the circuit simply putting the system on all default position. After doing this you can now put on the CMOS battery, put back the CMOS jumper setting to default and inserting all the components for testing.

Hope it helps because most of the time it works except when the regulator IC is really a problem.
