The re-coil spring is most likely broken in the housing.
Part Number is: MTD 791-613102

Remove items 31, 34 and 40 of the first link to access the recoil. The spring has to be pre-wound during installation. I.e insert spring.. insert pulley.. wind spring mount pulley.

Pulled starter rope, it's now stuck and won't recoil


Cool!
A Project.
Remove the spark plug lead just so you can't have it accidently fire.
Remove engine cowlings as necessary to get at recoil starter.
Remove recoil starter (that's the bit that the pull rope is attached to.
Dis-mantle it until you can find what is wrong. Fix or replace.
Put it all back together.
or
Take it to a small engine repair shop and pay a bunch.

Replace the recoil starter


You don't need to replace the whole recoil starter just the pull rope.
There a few different ways of replacing the rope depending which recil starter you have. The tension is the same for all of them. You tighten the pulley until it stops and back off up to one turn with the rope fully extended.

How do i replace pull cord on mtd 31cc tiller


Remove your recoil housing. Turn the inside to see if spring is broken. If spring is good wind it up as tight as it will go without forcing it. Once you have it wound all the way then back it off one turn or until the eyelet meets where the rope comes out. tie a knot in one end and feed through both holes. Pull the rope through till the knot is tight then attatch your handle. Once the handle is in place slowly let the rope wind itself in. pull a few times to make sure your knot is holding and reinstall on engine

-Remove the cord or rope assembly. then rewind the unit and then attach the new rope to. After install the new rope. Try to pulls out to see it will rewind back or not. If not rewind more.

I replaced the pull cord on an mtd mower. and now it won't rewind the cord?


You have to tension the spring before installing the cord. Remove the cord. Put the recoil assembly in a vise. Prepare the ends of the cord so they can be threaded into place. Spin the pulley in the proper direction until it is tight. Align the hole in the housing with the hole in the pulley. Thread the rope in and knot it and pull tight. Slowly let the spring tension retract the rope. Cut the rope to length, install handle, knot and test.

I have an MTD Snow Thrower Model 2M1 with a broken starter rope. I replaced the rope but cannot get it to rewind the rope after I pull it. What am I missing when I reinstall the rope and spool?


When you have the starter top removed, you must wind the spring BEFORE installing the rope. Wind the pulley until it is at maximum tension, then unwind it until the hole in the pulley lines up with the eyelet on the starter top. Now, put the rope thru the eyelet and into the pulley hole. It is helpful to have somebody holding the tension on the pulley, or you can insert a small tool thru the vent holes to hold the pulley in place. Use a figure 8 knot on the rope. Go ahead and tie the handle onto the other end of the rope, and release the pulley tension. It should now recoil into the starter housing. Test pull the rope several times to make sure it is moving freely. Reinstall the starter housing onto the engine and retest.
