I think try to check first the wireless card if its listed on your device manager, then try to reinstall the Driver for your wireless card, go to this website to download the driver for the wireless card.
Is your wireless network working fine? If yes, it is better to close HP Wireless assistant program as windows has inbuilt program to detect the WIFI connections. You can type "msconfig", go to startup and close the required process. It should stop.
The wireless driver install package will be available in C:\SWSETUP But if your notebook came without a preinstalled OS, you'll have to visit HP site to get the drivers for your notebook PC. Alternatively, try the HP Wireless Assistant to check if it is turned on.
