The power coming the the relay for the out side lights has 30 volts AC and it should have none

Not sure what you mean, power from relay? Make sure when you test for power you test to ground as well as the neutral wire. In some cases power is detected on the neutral from a back feed.

First is there power at the CONNECTOR to the clutch? unplug it and run the vehicle, with a Volt meter, ground the black lead, and check the pins on the connector for voltage with the AC controls set to ON. if there is 12-14 volts on one pin re check with the control set to off. if the voltage goes away at the connector, it is a switched POWER system, and everything is fine with the controls and you found the correct power lead. NEXT set the meter to OHMS and test the connector again with one lead grounded and (DO NOT TOUCH THE POWER PIN or pins, which is why you check for power first) and look for the one that grounds the circuit. then to identify function, connect a 12 volt light between the +12 pin and the ground pin. the light should illuminate with your AC controls. this sounds like you misread your AC relay, and this will identify that error 100%, OR you have corroded connections on the pins directly, pulling the connector off the clutch will make this painfully obvious. any good electrical connector cleaner will work along with a tooth brush to clean this

The 14 AWG Positive wire should be connected to one side of a 30 A relay (typical fog lamp relay available at most automotive stores). The relay's other 30 A contact should be connected to the battery positive post via a 10 AWG (up to 6 ft/2 m)

There is a red and white wire feeding the fuel pump relay from a 30 amp fuse. Both the shutdown relay and the fuel pump relay are grounded by the PCM, so if the fuel pump relay is grounded it should be "on" and providing a direct link from the pump to that fuse.
You should have battery voltage on that 30 amp wire before the relay and then on the dark green and black wire going to the pump.
If you don't have battery voltage coming from the 30 amp fuse, the problem could be before the fuse.
That 30 amp fuse is hot all the time, so it is powered by a fuseable link coming off the battery.

Your AC mechanic is a know nada POS. Your AC is not working because the clutch is not being properly energized so as to turn the compressor which as you indicated is working and fully charged. Either the climate control head you just got is no good, ditto for the low pressure cut off switch, thermostat.. Best thing to do is get a hold of someone who has the AC schematic and can check out all of the electrical components in the way of getting power to the clutch!

no ac power you are hearing a 12 volt relay tellling it to come on but there is either no ac power or control ac relay is bad and you will have to replace control unit to ac useually arond 150 depening on unit

Static pressure(Non operating) usually is around 70 lbs and should be even on both sides. Sounds like the systen is too low for the computer to allow operation. I suspect a small leak somewhere. Adding as little as 1/2 lb should allow operation and leak testing.

looks like fuse # 8 "heater control relay- ac clutch relay-cooling fan" fuse runs the 12 volt side " black and yellow stripe wire " pcm or ecm runs the ground side "red -blue stripe wire"- what else do you need?
