2 possible causes: either the jet of the lower burner is clogged by dirt and it will have to be cleaned or the safety valve for the knob is not working - the entire valve assembly will have to be replaced.
Both operations involve significant dismantling of the oven . If you haven't the required experience to do the job correctly and safely you should call a repairman , the risk of ending up with a leaking oven is too high - don't gamble with your life for less than $250.
