IC401 (LA7838) could be defective. If you do not find the LA7838 you can replace it with NTE7039.
Good Luck.

Mitsubishi 72" Model VS70705. Picture

The picture rolling up and down is caused by the vertical oscillator running off frequency. Usually caused by a Capicator that has burnt out and started leaking and causing the frequency to be off. Static sounds like weak signal, however the vertical oscillator could be corrupting the picture. If you are not a trained TV Technician don't try to fix it yourself. There's a lot of junk back there and knowing where the vertical oscillator section is located and which capacitor is bad will require a tech manual or a 'Sam's Photofacts' to hunt it down. dhgill1949

Dim display. Lamp change did not help

Most likely the light tunnel has collasped and will have to be replaced by a tech. Save you old lamp because it is probably still good. The light tunnel being collasped is obstructing the light but also not focusing the light into the engine as designed.

Mitsubishi VS-60705 - picture flutters vertically and horizontally

This sounds like one of the 9 volt regulators on the small signal board is going bad, supplying less than 8 volts. I have seen this is several of those sets. The IC needs to be replaced and if you do not have experience in servicing projection TV's then I suggest letting a qualified tech handle it for you.
