Stop. Do not run the A/C without the fan. The compressor could fail. The answer is exterior fan motor lubrication. With power off, the motor may be checked. Look for oil "ports" on an unsealed electric motor. Open & fill w/ ELECTRIC motor oil. The fan may be manually spun to free it up. The other "relay" problem is usually the contactor, and this would fail "on" always or "off" always. If the contactor is stuck "on" the system will freeze up, if "off" it will not run. You still may need to have coolant added to the system, but it's worth it to check this out first. If the motor has no oil ports, you can still try to free it up, but it will need to be replaced, or it will eventually fail.
