Try doing a factory reset of the phone, back up all info first to a computer. If that still doesn't fix the issues you need a new phone.

The only way to fix this problem is to contact your service provider only they can help you fix it because there are particular settings which you need in order to use the GPRS(Internet) feature.
Just contact them and ask them to give you a new ip address for your phone no.

of course yes, it does have a Wifi. You do not need to download or install any application before you can use the Wifi.
All you need do is go to the wifi application on your HTC 7, Press the wifi, and you should find "search", press the "Search" and if there is any wireless network within the area you are at the time of the search, you will find a list of network found by the HTC. Press the network and it will register on your HTC.
But the bottleneck you will face is, if there is no network within the area, it won't find any network and also, it might find a network and the network might be secured, that is the network might have been password protected, thetny not making your HTC able to connect to that network.
In summary, you don't need any application to use WIFI on your HTC 7 and To use the WIFI on your HTC 7, go to Wifi on your HTC 7 search for network.

The error code you have given is a server error due to not allowing cookies.
The fix is to go into Internet Explorer on the phone, Then expand the bottom bar by clicking ..., then click settings, then you need to click allow my phone to receive cookies. You should then be able to go to the marketplace and download. :D
