Question about Intel Computers & Internet
Could be multiple different issues here.
1) Your video card is getting old or if you recently replaced it may not work with your current PC.
2) Degauss your monitor using the settings directly on the monitor.
3) Download the latest drivers for your video card and mess around with the display resolutions as the card may not support your current resolution.
4) Your monitor itself may be the culprit and you need to send it in for repair.

Restart your computer and see if the horizontal line is still their. If the horizontal line is still their then it may be permanent, you will have to buy a new monitor. try a new video card or new monitor to see which one or both fix the problem
