Fuel flow is probably restricted. There is most likely debris, trash or gum in the fuel tank, the fuel lines, the fuel bowl, the main jet and the carb body itself. All those things need to be checked, double-checked and cleaned. I also recommend the installation of an inline fuel filter to catch impurities before they reach the carburetor.

I have a yardman 46 in cut riding mower, it is leaving grass in the middle. I have put new blades, change the belts, put on a new tention spring, so what is my problem?

Well one of the spindle assemblies, could be running a little slower on one side then the other. But I would take a guess that you are trying to cut grass, way too fast for the mower. Try running a ground speed a liitle slower and see what happens.
