Access your system in safe mode and run sfc /scannow. Once your system is back to normal working, scan and clean Windows registry using some reliable software such as Reginout cleaner. Thanks

Assuming your using windows, it likely means that your windows os files are corrupt which requires you to repair the OS.
Have your computer boot from the CD and from there it should be a GUI interface that will take you step by step to repair Windows.
