The water solenoid valve should have 120v going to it. (You will need a multimeter to chk this). You will need to also chk. for proper ground when verifying the 120v. If you get 120v on each of the pin clips, then your plug is not properly grounded, which means that you need a new ice maker circuit board. This is located in the in dispenser (front panel opens).

the rate the light flashes is a code for trouble shooting the electronics on the unit ( such as bad coil sensor, bad bin sensor or shorted grid cutter) if you will look behind the front grille you should find a tech sheet that will tell you what the flasing means and tell you what components to replace. BTW the most common failure is the cutter grid and bin sensor. the sensor is the white rod on the right hand wall inside the unit. besure it is plugged in. The refrigerator has a dual water valve. The water dispenser side of the valve may be defective, but, my experience has shown the problem to be in the water reservoir, located in the bottom of the fresh food section, which, might be frozen or the water line through the freezer door is frozen. Scenario #1: Remove the kick panel, disconnect the water line from the fitting. Have someone depress the water actuator, while, holding a cup to collect any water which may come through the line. If water comes through the tube. The problem is a frozen water line in the door. My best advice for this problem is to remove any frozen goods from the door. Take a piece of cardboard and seal the freezer section of the refrigerator with any kind of tape. Make sure you tape the door switch in the closed position, so, the refrigerator will continue it's normal operation. The frozen goods will remain frozen and the fresh food section will be okay. Leave the freezer door open. You might want to put a towel under the door. The water line will thaw. It might take 15 minutes. It might take 3 hours. Periodically check the water dispenser operation. When the water flows remove the cardboard. Scenario # 2:if, after disconnecting the water line and depressing the water actuator there is not water. The reservoir is frozen. Use a hair dryer to that the reservoir. You will have to remove at least a couple of crisper drawers to perform this action. The cause of a reservoir freeze is too little stuff in the drawers or too low a temp in the crisper drawer area.
