You computer is under virus attack.
PLease format and reinstall Operating system. Meanwhile if you need to urgently install something then, Press Alt+ctrl+del keys. Task manager will open (in XP), or you have to open it from a menu in win7.
See the running processes, there might be a process running like install.exe, windows installer, setup.exe, etc.
Click on that process, and then click end process.
Now you can install. please rate the solution.
